Step 1: Purchase an appropriate pattern and consider the following; A pinafore dress consists of three main "sections"...

Each section will need to be cut out in two layers and sewn separately before assembling the final dress.
The lining material should be either the same as the dress material or a somewhat lighter weight material for ease of sewing.
If using the same material for both layers, you will need to identify which side is which in some way... masking tape or tailors chalk would both serve this purpose. -
Step 2: Iron the material and place your pattern on top.
Make sure that the material is smooth from wrinkles by ironing it prior to using.
