You will not be able to use surf or waterfall at this point of the game to access the areas where Bagon are normally found. , Right after you cross the bridge, go to the upper right hand corner of the square of land you're on. ,, Bagon will eventually evolve into Salamence and having one early in the game will no doubt give you a leg-up throughout the game. -
Step 2: you will be able to access Meteor Falls.
