How to Create a Certificate with Watermark with Microsoft Publisher

   Step 1: Pick your software.

   The easiest way to make a certificate with little or no experience is in a program like Microsoft Word or Microsoft Publisher.
   
   Many office subscriptions already include Publisher and it is pretty self explanatory if you can use the drawing tools on Word.

   Step 2: Go to the 'Page Design' Tab.

   Step 3: Select 'Master Page' then edit from the drop down menu.

   Step 4: Go to the insert tab while on the master page.
