Step 1: Build a 2-story house with the Building-Mode
If this does not work, open up the cheat-window by pressing Ctrl + Shift + C without the +'s, and type "moveobjects on"
then try. ,, You will need a tile on a square that will be connected to the top floor of the house.
When you put this tile there, you can put the connecting stairs on the tile (this will not work without). -
Step 2: or use an already-created one.

Step 3: Once you have done this

Step 4: create a room off to the side of the house

Step 6: Delete the floor under the top floor of your 2-story room.

Step 7: Build a floor on your now floating room.

Step 8: Connect the floating room with a door and connectable stairs if needed

Step 9: to the top floor of the house if not already connected.
